Risk Observation Evaluated on a Positive Note

The 2024 National Risk Observatory (ONR) took place from August 22nd to 23rd, 2024, at the Conference Hall of the Ministry of Territorial Administration, chaired by MINAT’s Secretary General, Yves Christian Edoa Effa in the presence of the Director of the Division of Civil Protection at MINAT, Mme Nzie Nstama Angele.

Activists cited the progress so far recorded in disaster risk prevention in Cameroon. These include the finalization of the preliminary draft text on the general reorganization of civil protection in Cameroon, the launch of the process of revising Order No. 037/PM of March 19, 2003 establishing the ONR, in order to provide a solution to the weaknesses identified in the organization and operation of this body,the continuation of the process of developing a National Disaster Risk Management Strategy with the support of ECCAS, the production, under the aegis of the African Union, of a report on the evaluation of the implementation of the Sendai Framework in Cameroon which works in preventing new risk, reduce existing risk and increase resilience.At the international level, MINAT participated in the International Civil Security Exhibition organized by the International Civil Defense Organization in partnership with the Russian Ministry of Civil Defense, Emergency Management and Disaster Mitigation (EMERCOM), from May 28 to June 3, 2024 in Moscow, Russia.

Among the present risk areas listed were health challenges like cholera and malaria, climate change causing floods, population exploration and poor waste disposal, banditry, water shortage, drought , road accidents, fire incidents and drug trafficking, the persistence of the crisis in the Lake Chad Basin which impacts the Far North Region, the problem of refugee management in the Far North, Adamaoua and East regions, as well as the socio-political crisis in the North-West and South-West Regions. The disturbing factors remain the anticipated explosion of Mount Fako which requires measures to contain the expected danger. The successes recorded from the previous National Risk Observatory Session in 2024 include the creation of an auto data center, capacity building workshops to equip technicians for prompt response to risks and sensitization of the population. Stakeholders have resolved to continue working on technological apparatuses that can monitor and respond to disaster. The need of a fire fighting unit to supplement the work of the fire fighters is also recommended, they are also working on a preliminary draft law on the reorganization of Cameroon, the development of a National Strategy for Disaster Risk Management, the revision of the national disaster risk management plan, the deployment of more resources for better interventionsand involving decentralized local authorities in initiatives on risk protection through greater collaboration with administrative authorities. Stakeholders noted that it is important to accelerate improvement in disaster response in order to save lives and avoid enormous material losses.
