The General Secretariat of the National Commission for the Promotion of Bilingualism and Multiculturalism (NCPBM) have traced a path for excellent performance. Officials that make up the General Secretariat of the National Commission for the Promotion of Bilingualism and Multiculturalism held a conference on January 27th, 2024 under the auspices of the Commission’s president, Peter Mafany Musonge with the coordination of the Secretary General, Dr Chi Asafor Cornelius.
The conference focused on the place of the NCPBM and the discharge of it’s functions with the aim of ameliorating their services towards excellence for it to increasingly transform the life of Cameroonians. In his opening statement at the conference, Mr Mafany Musonge made his collaborators to be conscious of the come together. He said “It aims at enabling the officials appointed to the General Secretariat of the NCPBM:
to familiarise themselves with the duties of the Secretary General, with a view to better understanding their role and involvement in the of the duties; to acquaint themselves with the rules and principles governing the administrative and financial management of the operational units for which they are responsible; to acquire basic principles of programme budgeting and, more specifically, the role of the action plan, the roadmap and the activity reports in the implementation of programmes drawn up by the Secretary General and approved by the Commission; to be up to date with the innovations of the 2024 Finance Law, as well as the budgetary policy measures that will govern the implementation of the 2024 budget; to better understand the impact of bilingualism, as well as the challenges of living together and multiculturalism in Cameroon”
To Dr Chi Asafor, the conference allows the NCPBM to examine itself after one year of the existence of the regional branches and it’s appointed officials. He acknowledged that “It’s just one year since officials of this institution were appointed and installed. After one year, we would like to know how they have performed, what their problems were, the difficulty they encountered so that together in a more participatory approach, our ambition year in year out is to increase our performance. We are going to ensure that they bring bilingualism, multiculturalism and living together to the grassroots and you can only do that when you have a relay structure on the ground because that is where the president wants the message to be better understood”
In attendance were the Director of Administrative and financial Affairs, the heads of Division, heads of Regional Offices, Sub-Directors, chiefs of service, the Accounting Officer and the Financial Controller.
During the conference, they examined the impact of bilingualism in Cameroon, the challenges of living together, the challenges of multiculturalism, the innovations of the 2024 financial year within the NCPBM, the budgetary policy measures for the 2024 financial year, annual reports of the regional branches and problems encountered by regional branches after operating for six months. During the conference, members of the General Secretariat of the NCPBM resolved to accelerate bilingualism, multiculturalism and living together for the consolidation of national unity.
While recalling the activities that characterise the year 2023, officials
shared their management experiences while noting best practices that should prevail.
At the end of the day, they were urged by the President to zealously return to office, to bring forth contributions and attitudes that improve on the coordination of services so as to elevate the Commission’s overall performance in discharging the tasks entrusted to it by the President of the Republic, H.E. Paul Biya.
